This ensures that the boat will have maximum stability while at rest which ensures there is safety. To make it even better, there is a shut-off gate that can be sealed off in rough conditions so that the ballast water can be retained and the boat will be heavier, thereby giving it the extra stability and smoother non-pounding ride. The hull size will determine the size of the ballast tank with every litre of water, giving the boat about 1kg stability ballast.
